The pending introduction of the Competence and Conduct Standard for social housing providers in England has raised some important considerations for housing professionals operating in Wales and Northern Ireland.

Competence frameworks are being put under the microscope – and other regulators may well have to consider what this could mean for existing regulatory frameworks in the future. CIH Cymru, for example, recently launched a survey to gauge demand for a similar competence framework in Wales.

Providers across all jurisdictions are beginning to ask similar questions about what competence and levels of professionalism actually mean in practice:

  • How is it defined, and what does it look like for each role?

  • Do qualifications and mandatory e-learning certifications equal competence?

  • How do we reduce the risk of competence assessment being too broad and subjective?

  • How do we build competence frameworks that enable providers to implement systems and processes that drive consistency and continuous improvement?

At Elephants Don’t Forget, we’ve been on a fact-finding mission over the last few months, speaking with housing professionals to better understand the regulatory and operational challenges they face day to day.
